The browser can't colour a PDF: convert it to SVG first.
For each area to colour in one click, every country or sea must be a separate closed shape in the SVG. A PNG/JPG image can also be used as a base map, but it can't be coloured by clicking (use Custom area instead).
Start from a ready-made base map, create your own by framing a region of the world, or import your own file.
1 Choose the region: drag on the world map, or start from a ready-made region.
2 Set up the map.
UN: internationally recognised borders. Western Sahara is a non-self-governing territory separate from Morocco (dotted border), Crimea is part of Ukraine, Somaliland part of Somalia and Northern Cyprus part of Cyprus.De facto: the limits of actual control on the ground (Natural Earth data). Crimea appears as Russian, Somaliland and Northern Cyprus are shown separately, and most of Western Sahara is under Moroccan control (west of the Berm). Useful for studying a conflict, as long as you say so in the legend.
